Tram Service Strike Notice – 15 SEPTEMBER 2026

Sep 10, 2026

From 9:30 a.m. to 1:30 p.m.
SCANDICCI, 9 September 2026 – On Tuesday, 15 September 2026, tram services may experience delays or cancellations due to a 4-hour company strike called by COBAS.

The strike will involve both operating staff and administrative employees and is scheduled to take place from 9:30 a.m. to 1:30 p.m.

Service regularity will depend on the level of participation in the strike.

The participation rate in the last strike called by COBAS was 4.49%.

Reasons for the Strike

According to the trade union, the strike has been called for the following reasons:

  • Fitness for Duty of Operating Personnel: refusal to reassign employees who are no longer deemed fit to drive to alternative duties.
  • Industrial Relations: refusal to recognise the right to establish RSA bodies and trade union organisations not signatory to the National Collective Labour Agreement (CCNL), as established by Constitutional Court ruling No. 156/2025.
  • Employee Relations: lack of responses to employees’ requests; late publication of work schedules with limited planning horizons; recurring organisational issues combined with unclear instructions whenever special duties and/or extraordinary service changes are introduced.
  • Disciplinary Measures: lack of clarity, transparency, consistency and proportionality in disciplinary sanctions. The union calls for the introduction of a set of guidelines to address these shortcomings.
  • Safety and Service Quality: insufficient maintenance of the areas surrounding the tramway infrastructure and inadequate cleaning of the infrastructure itself, together with shortcomings in the maintenance and cleaning of vehicles in service. Traffic signal systems described as systematically inefficient or malfunctioning, negatively affecting both commercial operating speed and tram safety. Lack of fire safety training for operating personnel.
  • Productivity Bonus: productivity bonus considered inadequate and based on criteria that do not reflect drivers’ performance, as they are primarily linked to sick leave days.
  • Shift Commission: lack of transparency and information regarding the activities of the Shift Commission.
  • Parking Facilities: need to provide reserved, free parking spaces for employees near reporting and sign-off locations.
  • Unassigned Shifts and Company-Assigned Leave: absence of regulations governing the allocation of Unassigned Shifts and Company-Assigned Leave. Need to agree on a maximum periodic limit for the assignment of such shifts and leave.
  • Welfare for Long Night Shifts and Enhanced Service Days: need to revise the welfare allowance for Long Night Shifts and to introduce an additional welfare bonus for extraordinary Long Night Shifts.
  • Service and Sunday Allowances: adjustment of service and Sunday allowances.
  • Tram Cleaning and Hygiene Standards: cleaning standards for trams and onboard equipment considered inadequate, with implications for operational safety (for example, dirty mirrors and windows).
  • Payroll Calculation Errors and Missing Payments: various payments and credits reported as missing from payslips.
  • Driving Shift Scheduling: insufficient turnaround times from San Marco and inadequate tram transfer times at Peretola and Careggi; layover times at the San Marco terminus considered insufficient for drivers’ physical and mental recovery and to attend to basic personal needs; lack of restroom facilities at the San Marco terminus outside the opening hours of nearby businesses; unsustainable journey times on Line 1 (Alamanni Stazione – Villa Costanza).
