Guaranteed service hours: 6:30 AM to 9:30 AM and 5:00 PM to 8:00 PM
SCANDICCI, October 2, 2026 – On Saturday, October 10, tram services on lines T1 and T2 may experience delays or cancellations due to a 24-hour company strike called by COBAS.
The regular operation of the service will depend on employee participation in the strike.
Participation in the last strike called by COBAS was 3.25%.
REASONS FOR THE STRIKE
- Fitness for Driving Duties: refusal to reassign employees who are no longer deemed fit for driving duties to alternative positions.
- Industrial Relations: refusal to recognize the right to establish RSA workplace union representatives and trade unions not signatory to the National Collective Labour Agreement (CCNL), as established by Constitutional Court ruling no. 156/2025.
- Employee Relations: lack of responses to employee requests; late publication of work schedules and schedules covering only short periods; recurring disorganized work planning together with unclear instructions whenever special shifts and/or extraordinary service changes are implemented.
- Disciplinary Measures: lack of clarity, transparency, consistency, and proportionality in disciplinary sanctions. A set of guidelines is required to address these shortcomings.
- Operational Safety and Service Quality: insufficient maintenance and cleanliness of the tramway infrastructure and surrounding areas, as well as inadequate maintenance and cleaning of vehicles in service. Traffic light systems are frequently inefficient or malfunctioning, negatively affecting commercial speed and tram safety. Lack of fire-safety training for operating staff.
- Performance Bonus: inadequate performance bonus based on criteria unrelated to driver performance, as it is largely linked to sick leave days.
- Shift Commission: lack of transparency and information regarding the activities of the Shift Commission.
- Parking Facilities: need to provide free reserved parking spaces for employees near shift change locations.
- Unassigned Shifts and Mandatory Leave: absence of regulations governing the allocation of unassigned shifts and mandatory leave. Need to agree on a maximum periodic limit for assigning such shifts and leave.
- Night Shift Welfare and Enhanced Service Days: need to increase the welfare bonus for long night shifts and introduce an additional welfare bonus for extraordinary long night shifts.
- Service and Sunday Allowances: adjustment of service and Sunday work allowances.
- Tram Cleaning and Hygiene Standards: inadequate cleaning standards for trams and onboard equipment, affecting operational safety (for example, dirty mirrors and windows).
- Payroll Errors and Missing Payments: missing credits and payments in employees’ pay slips.
- Driving Schedule Timing: insufficient turnaround times from San Marco and at the Peretola and Careggi tram switches; terminal layover times at San Marco that do not allow adequate physical and mental recovery or the fulfillment of basic physiological needs; lack of restroom facilities at the San Marco terminal outside the opening hours of nearby commercial establishments; unsustainable travel times on Line 1 between Alamanni Station and Villa Costanza.
